This quest is called 'Revenge of the Goblins!', for Adventurers levels 121 to 180.
Description of Revenge of the Goblins!:
It has come to my attention that over the past few weeks there have been
several attacks on citizens in Alyria made by goblins. What makes this
news particular consequential is that a few of these goblins were thought
to have been friendly. This has caused many people to believe that goblins
can not be tamed. I am concerned that citizens may take it upon themselves
to hunt down goblins. Of course, this is far too dangerous as many people
under estimate the strength of goblins. I need you to spread the new that
we are doing everything we can to prevent the possibility of a goblin
revolt. I would also like you to do your part to rid the lands of goblins.
