This quest is called 'Keeping Tabs', for Adventurers levels 60 to 100.
Description of Keeping Tabs:
As you know, someone like me has many responsibilities and is duty bound to see that they are upheld. Sometimes, however, I am not able to personally do so and must hire someone else to do what I can not. In this instance it deals with the Templeton guard and assessing their performance. Every so often I hire an independent investigator to check in on all of the guards and make sure they are doing their job correctly. That time has come again and I ask you to do a complete review for me. Return with a full report without delay and you will be well rewarded.
Upon successful completion of this quest you can receive up
to 65 quest points, 6 practice points, 20000 experience points, and 10000 gold pieces.

Keeping Tabs consists of:
Phase 1: Visit a castle guard.
Templeton Castle interior — Ghostalker
Phase 2: Visit A castle servant.
This mobile wanders the main floor of Templeton Castle. More specifically the northwestern section. — Siege
Phase 3: Visit A castle janitor.
Templeton Castle. — Jasra
Phase 4: Visit A castle librarian.
Upstairs in Templeton Castle, "The Castle Library". Also wanders quite a bit around the first floor at times (be careful of CPK!) — Zazou
Phase 5: Visit An exhausted guard.
Barracks in templeton castle basement — Ghostalker
Phase 6: Visit a town guard.
Roaming templeton — Ghostalker
Phase 7: Visit A gateguard.
At the north or south gate of Sigil. — Vur
Almost every checkpoint in Templeton (ie east of the intersection of stenas and seabreeze) — Bok
Phase 8: Visit An off-duty guard.
'Patrol Guard's Quarters' in northern end of templeton castle — Ghostalker
Phase 9: Visit Captain Naroth.
Mobile that spawns in the northern guard post near the quest master. Often found wandering the hallways nearby but has been known to go into the northern part of the main floor as other places on the main floor of Templeton Castle. — Siege
