This quest is called 'Rising Tensions!', for Adventurers levels

Description of Rising Tensions!:
One of my advisors informed me today that tension between our fair town
and the gangs of Templeton are growing rapidly. For the last few weeks, the
gangs on the streets in Templeton have harassed travelers from Tellerium.
Today, one merchant was even killed because he was from Tellerium. While I
am sure that Lady Templeton is quite capable of handling the issue on her
own, I am afraid that it might lead to an eventual war. I need your help to
preserve the trust between our two towns. You should visit some of my
advisors to get their advice, and then go to Templeton and invite lady
Templeton to my house for dinner. If you see any gang members on your way,
feel free to handle them as you see fit. Show them that we are powerful
enough that we should be taken seriously, but be careful not to start a war.

Mostly found in the northeastern parts of Templeton in or around Orchard Boulevard. (Aggressive mobile towards non-faerie races) —
