This quest is called 'Concrete City?',

Lord Vendredi [Sigil] is the master in charge of this quest.
I have found that many adventurers do not know their way around the
lovely suburbs of Sigil. Then again, we have never really mapped them so I
suppose it is understandable that they may fear becoming lost in the winding
streets to be found there. I need you to do some reconnaissance, and then
report back to me with your suggestions of how we might encourage more
adventurers to visit this lovely area. If you need to stop for a minute and
get some nourishment, please feel free. Your assistance with this will be
well rewarded indeed!
