This quest is called 'Learning from the Past', for Adventurers levels 20 to 50.
Description of Learning from the Past:
On your way to becoming a stronger warrior, you must learn not to make
the mistakes of the past. Many people in town know the legends that have
come before, and would be willing to tutor you in how they became great. I
believe the Headmaster of the Fighter's Guild and the Guildmaster of the
Rogue's Guild will be quite helpful for this journey. Also challenge a
guard and rate his performance for me, I cannot have slackers defending our
fair towne.
Upon successful completion of this quest you can receive up
to 40 quest points, 3 practice points, 32000 experience points, and 4000 gold pieces.
