This quest is called 'Help the Homeless', for Adventurers levels
20 to
40.
Description of Help the Homeless:
As a growing city, Tellerium must keep on top of its needs for growth,
expansion, and population increase. Recently, ambassadors from cities such
as Rune, New Rigel, and Lowangen have ventured to Tellerium to observe and
then report to their home government. I've received a copy of each report
and noted its complaints and suggestions. Apparently, the streets of
Tellerium are too crowded with the homeless, the beggars, and the useless
buildings. To keep Tellerium clean and attractive for new growth, we must
destroy old buildings to make room for the new, as well as transport the
homeless to them.
