In years gone by, the citizens of our fair city have been caught flat footed
by the influx of tricksters and other ne'er do wells on All Spirit's Eve.
This year, we must take preemptive measures to stop these vandals.
Investigate the usual suspects, cut off their supplies, and alert the local
law enforcement to keep an eye on them during All Spirit's Eve.
Upon successful completion of this quest you can receive up
to 15 quest points, 4 practice points, 6000 experience points, and 6000 gold pieces.
