This quest is called 'Seek and Destroy', for Adventurers levels 10 to 20.
Description of Seek and Destroy:
Your quest takes place in the towne of Rune. It seems the janitors are
falling down on the job. There are piles of garbage and junk laying all
over the streets. Your task is to recover and dispose of some of this junk
that is laying around the town. You should also take a few minutes to speak
with the janitors about this lapse of responsibility to their job. For your
services you will be well rewarded indeed... Just take care that you
perform this task in a timely fashion and report back to Lord Agrippa.
Upon successful completion of this quest you can receive up
to 25 quest points, 3 practice points, 20000 experience points, and 2100 gold pieces.
