This quest is called 'A Monk's Magical Manipulation', for Adventurers levels 50 to 250.
Description of A Monk's Magical Manipulation:
As a MAGE, a MONK can control combat magically. They can cause
combat to stop by casting CALM, cause spells to backfire by casting
COUNTERSPELL, reduce the number of attacks their opponents have by
casting SLOW and can remove beneficial affects from their oppoents by
casting 'DISPEL MAGIC' on them. Visit Abominus to see if he has the
scroll for 'DISPEL MAGIC' before heading to Rune. Visit the Focault
Magic Equipment Company and look around for an enchanter named Cymeneth he
will know where you can find a scroll for the spell SLOW. Continue on
to Lowangen and see if Ifirn has the scroll for CALM in stock. Finally,
travel to Templeton and talk to a temple priest there. The scroll for the
spell COUNTERSPELL is somewhere in the catacombs. Talk to the priest
about the dangers down there. Finally, return to Sigil and visit Arianus.
He will help you practice these spells.
