This quest is called 'Time Flies!', for Adventurers levels

119.
Description of Time Flies!:
Nowadays, things are changing rapidly, which is why I have arranged to
bury a capsule full of items about what Sigil and the nearby towns around it
are like today. The time capsule will be opened in five hundred years so
that they, in the future, can open it and become more educated about what
Sigil was like in the past. I would complete this task myself but I am much
too busy! I want you to amass all the items on the list, before reporting
back to me for a reward well worth the effort! May the Powers guide and
protect you!

The librarian in the library of Vospire has this. It's npk so watch yourself. —

THIS QUEST IS NOT WORTH IT IF YOU ARE LEVEL 60-80. Takes way too long items dont always drop, vospire mobs are hard to kill. Just skip it. —
