This quest is called 'One Step At A Time', for Adventurers levels 90 to 119.
Description of One Step At A Time:
It has come to my attention that children do not appreciate their history
as they should. The older people living in Sigil and the nearby towns have
not been shown as much respect by the younger ones as they deserve. I need
you to help me teach the children to respect their elders. Possibly even
get them interested in the history of the towns they live in. I believe
that if we are successful at this, it will create a much better community to
live in. That is how important this is, and why I chose you to complete
this task. Good Luck! May the Powers guide and protect you!

One Step At A Time consists of:
Phase 1: Locate and deliver the Legends of Vospire to The prim librarian.
Legends of Vospire can be taken off Captain Meanna in the streets of Vospire, off the Great Elder (also in the streets of Vospire), and... off the prim librarian in the Library of Vospire. (Be careful, the first room in the library is NPK, and people do snare/camp it.) — Tejon
Phase 2: Rescue A playful child.
Wandering the streets of the Palace of Diocletian, SE of Sigil. — Tejon
Phase 3: Visit An old hag.
Wandering the streets of Sigil, often on the west side. — Tejon
Phase 4: Visit A resident of Vospire.
In the houses off of Somma and Sumdar in Vospire. — Tejon
Phase 5: Visit A Diocletian commoner.
Wanders around Diocletian. — Vaneir
Phase 6: Visit A citizen.
Wanders the streets of Vospire. — Tejon
