This quest is called 'Surprise!', for Adventurers levels 60 to 119.
Description of Surprise!:
Tomorrow, it is my good friend, Taron's birthday. I am going to throw
him a surprise party for being such a loyal friend. I would go and buy the
supplies I need to organize it and invite the people, but it might cause
Taron to be suspicious of me. I want you to go to search the shops in Sigil
and Vospire for the ingredients I need to make the feast. Before you
return, invite the people on the list and do not forget that it is a
surprise party. Taron must not find out. May the Powers guide and protect
you!

to 40 quest points, 4 practice points, 40000 experience points, and 20000 gold pieces.
