Tetrarch Baalbek is here sitting on a huge limestone lintel throne.
Tetrarch Baalbek has a full-lipped face, heavy-lidded eyes, and dreamy
expression.  He appears to be preoccupied with his own personal problems.

dangerously unqualified for his position.  The other tetrarchs don't want to
remove him for fear of someone who is not as controllable.
