This quest is called 'Why the Decline?', for Adventurers levels

Description of Why the Decline?:
When I found out about the decline in tourist numbers I instructed
several of my adventurer's to find out the motive for this. These
adventurer's came to the conclusion that people living in Templeton were
less likely to holiday in Tellerium because of the amount of dangerous
creatures hiding out in the wilds between the towns. You are one of several
brave adventurer's I have asked to rid the lands of these threats. May the
Powers guide and protect you!

The hills can be found a short distance, directly north of Templeton. —

Flaran Plains, between Tellerium and Templeton. Might take a bit of searching sometimes. —
