While the Decara town hall is a rather large building in comaprison with
the privately-owned structures nearby, it seems to be rather poorly
maintained.  There are large cracks in the stone walls, and you notice a
couple holes in the ceiling as well.  The exit is to the north and to the
east you see a meeting room.
