Under-Ocean Avenue, the center-most street of the underwater city of Ina,
is the least traveled.  Shaken bitterly by earthquakes this once grand
enterance to the city is now nearly destroyed.  The diseased and destitute
clamor here in the hope that the gates may one day be unlocked and they can
escape to open seas.  The seedy darkness of this avenue cloaks the dealings
of even the most disreputable of citizenry.  Mermen float along this road in
a hurry to get where they are going without being accosted.  Prostitutes,
thugs and the homeless dot the shadows where no guard or obvious city
officals loiter.
