You are at the top of a magnificent staircase.  Looking down, you can see
the first floor hallway below and the entrance to the Rune Council Chamber. 
To the east, you see the Hall of Justice.  Every so often, you hear the
sound of someone pleading loudly, someone crying or screaming, and,
occassionally, the loud clap of a gavel.
