The council chamber is usually empty, although in times of war or
conflict it is often a center of activity.  Here the mage council of Lord
Vendredi gathers to discuss matters affecting Sigil, and attempts to solve
problems faced by the guilds.  The center of the council chamber is
dominated by a large, circular table, around which the mage council would
sit.
