During high tide great waves crash against the reinforced wall that
follows the coast of lower Avros and sea birds circle overhead.  While
still not an affluent section of Tellerium, the atmosphere here is decidedly
less dangerous than on Gulf Street closer to the docks.  Legion abuts Gulf
Street here and stretches northward through the city.
