Avros has two primary lawmaking branches of government, the Elders and
the Lords.  The Elders are elected representatives of the common people, the
Lords appointed representatives of the state's landowners.  Here in this
large chamber the Lords introduce legislation, debate and vote on it.  Tiers
of chairs with small desks circle the periphery of the chamber facing the
podium in the center where the recognized speakers may make their arguments.
The lord is busy voting on a piece of legislation.
