Avros has two primary lawmaking branches of government, the Elders and
the Lords.  The Elders are elected representatives of the common people, the
Lords appointed representatives of the state's landowners.  The office of
the Head Lord while still appearing to be that of a busy man is nonetheless
considerably more luxurious than that of the Head Elder making you suspect
state offices are decorated with personal funds.
