This agency is charged with the maintainence and regulation of the New
Rigel canal system.  Because the gondolas that make use of the canals are so
popular with tourists, the city makes sure that only properly certified
individuals are allowed to pilot the ships.  The agency also monitors canal
structural damage and water levels, and makes sure that everything flows
smoothly.
