The shipmasters office is a small and very organized office.  There is a
single desk, a pair of chairs, a small cabinet, and a coat rack in here.  On
the wall is a chart of several ship designs, and the starting bid for
purchasing a ship.  This is the place to go to order a ship and get a
license for trade between major port cities.
