This winding road was among the first to be built in New Rigel.  Although
people from many of Sepharia's races helped with the city's construction,
the elves were famous for their efficiency and their tendency to work as a
group.  As reward for their efforts, this small but busy little street was
named in their honor.  There is a small bar to the south.
