You are walking through a long hallway in the city hall.  Pictures of the
great kings of the past line the walls.  The floors are made of sturdy
marble.  The repairs and building of the city is set forth here.  A
courtroom also is in the city hall, however, in serious cases criminals are
brought before the high council for judgement.  Oddly the King has little he
can do in these cases.
