Long Desc: The Head Councilman stands here, with an evil grin.

You gasp in fear as you stare into the Head Councilmans red eyes.  His
flame red hair goes down to his shoulders.  He is a head taller than the
other councilmen.  He whispers to the others, as if he is devising a plot.
As the head among councilmen, the others dance at his will.  He grabs his
sword eagerly as you approach, ready and willing to destroy.
It is a minotaur approximately 6'1" tall.
