NPC: A park keeper
Long Desc: A park keeper is here, keeping the park in order.

You see a medium sized man.  He is dressed in white and has a big smile
across his face.  He picks at the trash and places it in his bag as he
passes it.  He is in charge of the park, making sure everything is in order.
Often times, being that the park is a dangerous place, he just stands
around.  He beams an evil smile at you as you walk by.
He is a fey approximately 4'9" tall.
