NPC: A talented small fish
Long Desc: A talented small fish swims about here.

You see a small fish.  Its fins waver as it swims in the water with a
vigor.  It is a light blue color and its scales shine as it reflects the
magnified sunlight.  There is something odd about the fish, it seems to be a
very special fish with a hidden "talent."  For your own sake you are glad
that this fish is too small to cause you any damage with its talent.
She is a fish approximately 1'5" tall.
