NPC: A scoundrel
Long Desc: A scoundrel walks the streets looking for trouble.

As you pass by a dark alleyway, you catch a sudden movement out of the
corner of your eye.  A figure dressed all in black stands in the shadows,
barely visible.  He is very short, and must be either a hobbit or a
halfling.  You can see a suspicious-looking bulge underneath his cloak, and
wonder what kind of weapon this scoundrel is wielding.
He is a hobbit approximately 3'5" tall.
