NPC: The Towne Crier
Long Desc: The town crier of Sigil is here.

The town crier of Sigil wanders the main streets, shouting out
information, and handing out flyers advertising the new businesses that can
be found about the city.  He's quite possibly one of the loudest individuals
you've ever met.  But he does his job well, and always has the latest
information if you need to know something about the city.  Perhaps if you
pay him enough, he will announce a message for you as well.
He is a human approximately 5'8" tall.
