NPC: The royal court mage
Long Desc: A merfolk mage is here, brewing potions and casting spells for the King.

This mysterious looking merman is the royal court mage.  He coughs his
way through the smoke to manage a sly smile directed your way.  He is
wearing a long red robe that covers his entire body.  He is responsible for
casting spells to protect the palace and is also casting spells that help
keep the dome that covers the city from collapsing.
He is a merman approximately 5'7" tall.
