NPC: A visiting official
Long Desc: A noble official visiting the palace wanders around.

This half-elven visiting official has traveled to Diocletian Palace to
talk to the Emperor, and admire the sheer beauty of the city.  The diplomat
wears a black robe decorated with emblems of the nation they are from.  Each
noble is very dignified and accomplished.  It is possible the reason for the
amount of nobles here is that the Emperor called them in to help him solve
his problem with Garland.
He is a half-elf approximately 5'3" tall.
