NPC: An old wizard
Long Desc: An old wizard is selling some strange herbs.

This wizened old faerie is standing in front of a huge basket full of
different plants.  While many of the herbs that he is selling would be cheap
and easy to obtain on the faerie plane, they are extremely rare here in the
physical world.  Because the vendor has the ability to shift between planes
with ease, he can make quite a good profit in New Rigel.
He is a brownie approximately 3'7" tall.
