Lord Vashir [The Towne of New Rigel] is the master in charge of this quest.
There has been a sudden increase in the number of unsolved thefts in Rune
and other towns on this continent. The Captains of the Guard of Rune, New
Rigel and Lowangen are baffled by their inability to locate not only the
thieves, but any witnesses to these crimes either! This leads us to believe
the criminals are highly skilled in the arts of concealment. After much
discussion, it has been decided that now is the time to find measures to
catch the thieves. I need you to travel around Rune, New Rigel and
Lowangen, speak to those with knowledge of magics and seek their guidance on
countermeasures we can take. Your assistance in this matter is critical and
will be well rewarded!
