Long Desc: Kardon, the Chief of Cavhfail communications is here reviewing some intel.

This grand fey stands before you.  He is Kardon, Chief of Cavhfail
communications.  It is said that he is the most learned and pure-blooded of
all the officers, and that his specialty resides in the area of the history
of Rahdiyr and its residents.  Like the rest of his department, he is
unarmed.  But be wary if you plan to attack: he isn't the chief of
communications for nothing.
He is a fey approximately 4'7" tall.
