NPC: Valan the Shipwright
Long Desc: A muscular, well-built man is here, issuing orders to various laymen.

The shipwright, Valan, has been here as long as you can remember,
managing the shipyards and designing new and faster ships for Lord Agrippa
of Rune.  It is rumored that he once rode the seas as a pirate under a
different name, but gave it all up for the love of a woman - his wife Umaya.
He is a human approximately 5'9" tall.
