This quest is called 'Shipwright Inspection',

Rumor has it that the shipwright's from different area's have been going
around smuggling goods from Pirates Cove, Rune, Sigil, Templeton and
Tellerium. It has been said that one of these Shipwrights are allies with
highly wanted thieves. They may even be hiding in a secret room, but as for
me I wish for you to visit them, inspect them carefully. You do not know
what they may be hiding. Also be sure to check the information from the
Swashbacker to see if he has any new information of these illegal dealings.
