NPC: The royal court mage
Long Desc: A merfolk mage is here, brewing potions and casting spells for the King.

This mysterious looking merman wearing a long red robe is the royal court
mage.  He coughs his way through the smoke to manage a sly smile directed
your way.  He is responsible for casting protective spells to ensure the
safety of the palace.  His real job, however, is to cast spells that will
hopefully help keep the dome from collapsing.
He is a merman approximately 5'5" tall.
