NPC: Balthazar
Long Desc: A wizened old man in a red velvet smoking jacket adjusts knobs on the telescope.

It's Balthazar, the (now retired) court wizard for Lord Agrippa.  He's been
up in the rafters of the Runic Temple for the past few years, playing with
an antique telescope, searching the heavens for a sign.  Although no one has
been able to understand why, he is reputedly too powerful for anyone to
stop.  

+++ Balthazar is:
* famed for his research into orbs of Vandemaar; perhaps he could reward
  you should you bring him one.
* able to mark you thusly as an agent of Chaos or Order, should you wish
  to receive alignment bonuses for completing Crystal Guild quests, orc
  pursuer tasks, or work for Luzzardo Malvenu.
  SAY 'I wish to represent the forces of Chaos | Order' or
  SAY 'I wish to remain neutral' to remove your allegiance.
* able to refund Medallions and Stones of Alyria, should you no longer
  need them.
* able to identify an item when given something.
* accepting any ascendant resurrectors you might have, in exchange for
  dull, inert pulsars.
He is a human approximately 5'9" tall.
