Long Desc: A smuggler is in the corner.

This shady character is a known smuggler of illegal substances.  He sits
in the tavern all day looking for potential couriers for his trade.  The
guards leave him alone because he never leaves town.  The guards are more
interested in catching those that move the goods across the city walls.
He is a human approximately 5'7" tall.
