Long Desc: A wandering minstrel is passing through this area.

He is a minstrel, wandering about the Towne performing for patrons and
passersby.  He alternates between accompanying himself on the lute and
performing soliloquies from popular plays.  His songs are quaint, but are
not catchy, and his renditions of the soliloquies are not inspiring; you
decide that he is not worthy of your coin.
He is a human approximately 5'7" tall.
