This quest is called 'Etheric Pollution', for Adventurers levels
180 to
240.
Description of Etheric Pollution:
It has recently been brought to my attention that several of Sepharia's
rivers and aquifers have been befouled by magical pollution. First, you
must lead an expedition to clean up Sepharia's water. Our scientists don't
have the necessary purifying techniques. Atlantean technology is the most
superior in that field, so you will want to speak with the Archmage.
Although knowledgeable, the archmage is delusional, beware his might. After
receiving the Archmage's wisdom, travel to the Atlantis magic shop and get
the necessary supplies from Marie. Then lead cleaning crews to Sepharia's
towns polluted waterways, so that they may heal our environment. After
completing these tasks, please go find the perpetrators of this crime. I
suspect a few people, but have no hard evidence. Question these people, and
see if any are the guilty party. Please do not fail in doing this, I am
depending on you!

Take the Gondola in New Rigel, get off at the Eastern plank, and go all the way around to the next stop...you'll hit it —

In Atlantis, head east at the very entrance, then go up and around through the CPK, and head all the way down. The Archmage of Fire is in this room as well. —
