This quest is called 'Scum of the Earth', for Adventurers levels 121 to 180.
Description of Scum of the Earth:
It has come to my attention that certain towns are not enforcing their
rules as well as they should. We need to maintain law and order in towns,
or they will fall under the influence of the mighty witches of the
underworld. Please visit these towns having trouble and dispose of the
offending thugs, doing so discretely. We must show these thugs the iron
fist of Rune, and deprive them of the justice they deprived of others.
Upon successful completion of this quest you can receive up
to 66 quest points, 6 practice points, 20000 experience points, and 13000 gold pieces.
You have 240 minutes remaining to complete this quest.
Scum of the Earth consists of:

Phase 1: Journey to Main Gate of Pirate's Cove.

West side of Pirate's Cove. — Pugnacious

Phase 2: Defeat A hired thug.

Jail area of PC, and other random places. — Pugnacious

Can be found in the sheriff's office, north eastern corner of PC — Forral

Phase 3: Visit Dennar.

Located at the southern gate of New Rigel — Killerbeez

Phase 4: Defeat A thug.

New rigel. — Biggles

Phase 5: Defeat A seedy character.

Wander around the southern part of New Rigel, and in the Canal area. — Pugnacious

Phase 6: Defeat A short rogue.

I usually find these on southeastern portion of Bastion Rd — Tymtek

Phase 7: Defeat A scoundrel.

Wanders the streets of New Rigel — Killerbeez
