Lord Telleri [Tellerium] is the master in charge of this quest.
The Captain of the Town Guard has reported to me that criminal activity is
on the rise. I want you to investigate why this is going on. Speak to some
of the inmates at the jail, you may find that interrogation of them will be
fruitful to your investigation. Regardless of why this is happening, you
should go and kill some of the rogues in Tellerium. I want you to send them
a message to tone down their activities. It is important that the citizens
are not frightened by the crime in our city. They must be assured that all
is well, as it should be. Also, the armory has a shortage of daggers. Take
some daggers from the rogues and give them to the guards and students, so
that their skill in dagger usage does not diminish. Return to me swiftly
