This quest is called 'Escapees',
for Adventurers levels 30 to 59.
Lord Agrippa [Runic Castle] is the master in charge of this quest.
I have received word from Raksann that many thieves have escaped from our
prison. Go and inspect the prison to see if there is any fault in the doors
and locks, then visit Raksann to get a description of all these thieves.
With this information you should be able to track them down, however you may
have to ask some of our city guards for help. Once you have tracked down
and dealt with these criminals go around town. Finally visit our salesmen
to see if they have had anything stolen from them recently so we can
determine if all of the criminals have been dealt with. You must hurry
though we cannot allow these thieves to leave the city!
Upon successful completion of this quest you can receive:
*Up to 32 quest points, 3 practice points, 32,000 experience points,
 0 build points, 0 piety, and 4,500 gold pieces.
