This quest is called 'In a Giving Mood', for Adventurers levels

Description of In a Giving Mood:
Over the past year Sigil has, financially, grown quite rapidly. Currently,
we have much more gold than we really need so I have decided To give some to
Vospire and Diocletion to spend on their towns as they choose. I know that
they would both do the same for Sigil if the positions were reversed.
Please travel to each town and survey the people living there so we can get
an idea of what the citizens desire. As I trust your judgement, please
consider the survey results and report back to me quickly with your
decisions on the best way to spend the gold. Good Luck! May the Powers
