Description of Riff Raff Alert!:
Increasingly reports have reached Lord Vashir regarding several unsavory
elements prowling the streets of New Rigel. Though New Rigel has an
excellent guard force, they seem unable to deal with the underhanded ways of this latest wave of riff raff. Lord Vashir has decided to dispatch you to find the dens of these bad elements and deal with them appropriately. Since they seem to be immigrating from Lowangen, you should also visit that town to better deal with them. Your assistance in dealing with this menace to the peace within New Rigel will be well rewarded upon your completion of this task.

I found them on Guard's Walk. Track is helpful, they seem to wander a lot and aren't as plentiful as the other hobos in NR. —
