This quest is called 'New Friends', for Adventurers levels 10 to 30.
Description of New Friends:
Sigil is a small town compared to others throughout the world of Alyria.
Although other towns are so much larger, they do not get to know each other
on an intimate level. I personally believe friendship, understanding, and
knowledge allow a community to thrive. We have more diversity than many
areas throughout the world. My quest for you today is to learn of these
many cultures, become friends with the citizens, and learn of the different
professions throughout the community. I trust you do not believe a simple
"Hello," will suffice either. Many people will not be friendly towards you,
but try to overcome this with charisma and ways to relate with the people.
Through this extension of your knowledge, I will reward you quite
handsomely.
