Description of Capital Punishment:
"There is unrest in Xaventry. People feel that my rule is too lenient.
They whisper that I am soft on crime. I've even heard that people might
prefer a man to my own rule." The crimson flush of anger washes over Lady
Undya's face. "This makes my blood boil! I have a plan to show those
doubters that I am the fair, but strict ruler of Xaventry. I want you to
help me upgrade my courts. Also, I have located several renegade thieves
who must be brought to justice. I give you a writ of law to find and
execute them in the name of Lady Undya. May Maradas speed you!"
