This quest is called 'Guard Rebellion', for Adventurers levels

Description of Guard Rebellion:
I have had disturbing reports of increased crime in and around the area
surrounding our fair city. As well I have had reports that city guards all
over this region are rebelling, and refusing to keep the people of our land
safe. So I am asking you as an experienced adventurer to look into this
rumor and if it turns out to be true I would like you to take care of the
matter, and do the same for our friend Templeton. I would like to help them
seeing as we are the two major cities on this continent, and must rely on
each other for support. When you have finished investigating the matter
return here and report directly to me, for you will be well rewarded for you
efforts.

Phase 5: Defeat
A gang member.
Mostly found in the northeastern parts of Templeton in or around Orchard Boulevard. (Aggressive mobile towards non-faerie races) —

Phase 6: Defeat
A hidden thief.
These mobiles can be found wandering the streets of Templeton and automatically use the hide skill. This may require you to have sense life to see this mobile. —
